France Raises Concerns Over Notice to Delhi-based French Journalist with India

France has expressed concerns to India regarding the issuance of a notice to Vanessa Dougnac, a French journalist based in New Delhi, citing possible violations of regulations. The matter was raised during the visit of French President Emmanuel Macron, as confirmed by officials.
Vanessa Dougnac, who has been residing in New Delhi since 2001, works for the French media outlet Le Croix and writes in French. The notice, which came to light on Tuesday, has sparked diplomatic discussions between the two nations.
According to reports, the notice issued by the Foreigners Regional Registration Office (FRRO), operating under the Union Home Ministry, accused Dougnac of engaging in “malicious and critical” journalistic activities that create a “biased perception about India” and could potentially “provoke disorder and disturb peace.”
Foreign Secretary Vinay Kwatra addressed the issue during a media briefing, stating, “This has been brought to our attention by the French side both prior to the visit (of President Macron) and during the visit.” He emphasized that the matter is currently under the purview of the appropriate government department.
Kwatra clarified that the notice was related to the “compliance with the rules and regulations of the country” and not linked to Dougnac’s journalism in general. The FRRO notice has specifically asked Dougnac to justify why her Overseas Citizen of India (OCI) card should not be withdrawn.
“We are aware of the matter, and it is being dealt with by the relevant department,” Kwatra assured. He highlighted that the focus is on ensuring compliance with the rules and regulations of the country.
Responding to questions, Kwatra stated, “I do not think this has got anything else to do with other aspects of journalism etc. The principal issue is whether the person is compliant with the rules and regulations of the state under which they come.”
The notice, dated January 18, grants Dougnac a 15-day period to respond and provide explanations for the alleged violations. The Indian perspective on the matter has been communicated to the French side, acknowledging the context in which the examination is taking place. The situation remains a subject of diplomatic dialogue between India and France
