Date: [25/01/2024]
In a traditional and symbolic prelude to the Union Budget 2024, Finance Minister Nirmala Sitharaman participated in the annual ‘halwa ceremony’ at the Union Finance Ministry headquarters in North Block, Delhi. This customary event serves as the final stage of preparation before the commencement of the “lock-in” process for the budget.
During the ceremony, Minister Sitharaman unwrapped a substantial iron wok containing halwa, a popular Indian dessert. Engaging in the age-old tradition, she stirred the halwa before distributing it among the officials of the ministry present at the event. Union Minister of State for Finance, Dr. Bhagwat Karad, was also in attendance, adding to the significance of the occasion.

The halwa ceremony holds deep-rooted importance in the budget-making process, acting as a symbolic lock-in before the commencement of the official Budget preparation. This lock-in period is crucial to maintaining the confidentiality and preventing any unauthorized leaks or disclosures of budget details before its formal presentation in the Parliament.
As per the established ritual, the serving of halwa is extended to all individuals directly involved in the budget-making process. Subsequent to the ceremony, these officials are required to remain within the Finance Ministry premises until the Finance Minister formally presents the Budget.
Rooted in Indian tradition, the practice of consuming something sweet before embarking on significant or special endeavors is well-known. The halwa ceremony not only adheres to this cultural practice but also serves as a symbolic gesture, acknowledging the dedication and efforts of everyone involved in the meticulous process of preparing the national Budget.
Finance Minister Nirmala Sitharaman is scheduled to present the interim budget on February 1. The interim budget is a crucial financial document that addresses the fiscal needs during the intervening period until a new government is formed following the Lok Sabha polls.
The halwa ceremony, steeped in tradition and symbolism, reflects the government’s commitment to a meticulous and confidential budget preparation process, setting the stage for the financial roadmap that will shape the country’s economic trajectory in the upcoming year.
